Receives calls but won't go off hook.  Seller claimed it fully functions.  The price was right on this so I don't want to hassle with a refund, just trouble shoot it myself.  
The idea that a four-year degree is the only path to worthwhile knowledge is insane.

Problem solved by reversing the red and green wires on the biscuit.

It probably worked at sellers house because their phone jack was wired incorrectly ...
