Thank you everyone.  I have no spare finger wheels for a WE #5 dial, so this painted aluminum one will have to stay for now.  If the paint were in worse condition, I would strip it and spray a clear lacquer over the bare aluminum, but for now, it will stay as-is.  I used some low quality repro cord for the handset cord and made it too short to be very practical.  Perhaps I will find a proper WE/NE handset cord eventually.
