Finally got the bugs out this weekend.
It turned out to be the switches on the S relay. I had gone through them, and thot they were good to go...
Both sides, switch one, both flaky.
found them, and the CS relay started working!, "only random function till then".
As soon as the CS relay pulled, both phones started talking!!!
The only weird thing, is the right lite still does not lite fully. can't figure that one out, other than the lites are tied together, and share power.
I can work around that. I need to reconfigure the mounting on this thing, so it will fit into my switchboard. but it is working!!!
Thank you Trainman for hangin with me on this! I learned much more about these things than I planned!
Now, on to the rest of the story.

Are both bulbs the same? Could have a higher voltage in one.

Sylvania 24E. Can find on ebay. Those are 24v.

Glad it works. Even I learned a thing or two by reading and reading the circuit descriptions in both the GTE bulletin and from the Bell Labs Circuit description. They both have their good points and bad points. Reading both of them helps.
