Are rotary and touchtone 1C single slot upper housings the same? What I'd like to do is buy a rotary dial unit on eBay and turn my 1C2 into a 1C1. I already have a rotary faceplate. Is this possible, or will I need a different upper housing?

The dial cut outs for rotary and touchtone are different. So you cant do what you want to do.

Maybe there are some uppers that you can't put a rotary dial assembly in but I've done it a couple times with no problem.  The thing is the dial assembly has to be wired correctly for your phone.  If you want to you can remove the touch tone dial and the face plate from the upper and attempt to install the rotary ones, it won't hurt anything.
