I saw this mentioned don the TCI List and then it came on eBay the next day. What is it?...Doug

It's a magneto box for a Viaduct paddlephone.  The paddle is used in lieu of a conventional hookswitch.  You had to hold the paddle down constantly while using the phone.  This system got around the Bell hookswitch patents. This is just one part of the whole phone, which would also have a separate transmitter and also (usually) a battery box as well.
