SC Spacesaver style phone, won't dial out.

Hey All,

Dug into my SC wall phone.  When I hook up L1 and L2, I get a nice strong dial tone but when I dial, I just keep getting the dial tone back after the dial has "parked".  (I'm still learning phone terms, that's what windshield wipers do at the end of a cycle...   Is there a term for the dial returning to it's rest/ready point?)  While the dial is moving, there is no dial tone.

Switching L1 and L2 made no difference, everything seems to be hooked up, no loose wires.  Seems fairly un-molested to me except for some lost screws on the hook assy. What should I check?
