Keypad wiring differences between ITT and WE

well, I need some advice. I have a newer ITT 564 that I had done a color change on and added a 1035 Adjunct TT pad. it has a #35 dial in it. I wired the keypad according to the schematic for a WE 2564. it works, but has issues. I can dial out fine on my land lines, but the VOIP is not supported and won't break the dial tone when used. I tried the polarity change and it didn't help. should I then rewire the dial according to the ITT schematic for a 2564? what do you guys think?
