I use a circular compass cutter.

Mostly because the circular labels I make are of different sizes and very varied. So I would need a lot of punch cutters to make all the different labels. I do not often have to make a circular label.

I use this link for number inserts. Copy and paste then print them on your printer. Use a thin cardboard paper for the best effect.
