Polarity issue?

I hooked up the WE  5302 black beauty in the basement. When I dialed the upstairs phone, the 5302 made bell sounds. Should I switch the red and green wires on the jack that goes into the wall? ANY HELP IS MUCH APPRECIATED...

Reversing the polarity may help, but you may need to adjust the bias spring.  Take a look at Jorge's excellent picture at http://picasaweb.google.com/Amelyenator/1948WesternElectricModel302Phone#5227505634473088466( dead link 03-09-21 )

The spring between the coils on the ringer can be adjusted so that the end is held in either the left or right slot near the top of the ringer.  This spring holds the clapper from tapping the gongs on minor line voltage fluctuations.  Try moving the end of the spring to the other slot.
