Deco-Tel Candlestick dial question

Dear Forum:

I have an ATC deco-Tel BS-4100 Stars & Stripes Candlestick with a NE #6 dial that I have a question about...

The NE #6 dial has the standard wiring per the ATC schematic, but it also has the orange lead from the hookswitch connected to the dial.

The set uses a SC network and SC-P-1A ringer as well.

According to the schematic, the orange lead should be insulated and stored with the blue lead, but isn't with this set, and is connected as I noted.

What would be a reason for that, if anyone knows please enlighten me.
