Note that the two outermost dial contacts that are not labeled with letters on the photo are not used.

The good thing about the unmarked contacts is they "Open" when the other three contacts "Close" and shunt the transmitter & receiver when the finger wheel is turned. Therefore you can use this dial in a WE application. More than likely you wouldn't want to use this dial in a WE phone, but the option is there. These kind of dials are usually different than an AE Type 24 dial in the mounting screws and the center hole in the finger wheel. The mounting screws are 8-40 whereas the AE & WE dials are 8-36.
