I have two phones now that are in very nice shape, no discoloration, but they are no longer shiny and have a dull appearance.

Is there any way, short of using buffers and tools (which I don't own) to restore the shine to dull plastic phones?

Yes, it has been mentioned here before and works great.
Turtle Wax F21 super protectant.

I call it "patine", it's everywhere in my place!  A duster usually works, but only when I feel like it, which isn't very often.

Is it possible the Turtle Wax F21 only works on soft plastic phones?  I just tested it on a dulled hard-plastic G handset and it didn't help it one bit.

No pain, no gain. You need to polish the surface first to bring back the luster and then protect it with the Turtle Wax product.

I only use the F21 as a "sun tan lotion" for the plastic.  I don't always put it on them but try and give my displayed phones a coating of it but not until after I've polished them with Novus2.  I've never tried just using that product as a polish for the shine--just to use it as a UV blocker.  To me it's greasy and has to really be buffed off good.  It can make 'em slippery so one has to be careful not to drop the phone after applying it.

I agree with Dennis. F21 can make a phone as slippery as a wet fish.
