He's been on eBay forever.  I have bought some key phones from him in the past.

He has nice stuff, and everything is as he advertises.

However, buyers should be aware that everything he sells is cobbled together from parts, possibly by himself.  If that's what you want, then what he sells is OK.

In my case, among other items, I bought two black 6 button key sets which were new ITT plastics on NE 6 button bases, all in like new condition.  I used the ITT plastics to replace the plastics I had on other ITT sets, and have since used the NE 6 button bases for other sets which I received with nice plastics but useless guts.

So, for what he sells, Pabarker is good, and if I recall correctly, he provided fast and friendly service.
