NE/NT Alexander Graham phone question

I have the opportunity to pick up an NT/NE Alexander Graham Phone .

The phone is listed here

As you can see , it is missing the simulated propeller (transparent Plastic) compared to what you see here


My question is whether this is a piece that integrates with the dial/dial mount and therefore means that it is "broken" or whether simply missing a snap-on part?

FYI the listed price is Mexican Pesos or about $35.00 USD

It is integrated with the dial housing, and is not an easy part to find.

You can see the part in an exploded diagram in the Northern Telecom practice found in the TCI Library.
