what is this early phone?

Im not sure if this is a phone.  Maybe its an early hotel phone?  no dial.  maybe its not really a phone?  Looks like subset someone hacked by putting a receiver on it.    Found it in a collection i bought.

I would say that it is (or was) a Stromberg Carlson 1130.  There should be a transmitter on the front.
