She then re-listed it for starting price $100, bin $700.

Like Dave, I think they'll have a long wait before someone buys it again...

Not to mention, they broke the contract between yourself and themselves, you won it fair and square, they didn't put a reserve on it, so, I'd say contact ebay about it, and if that doesn't work, leave a nice piece of negative feedback to give them a -1 score...
