What were these dials made for. They have old design yet made in 1977 ?

I believe the 6E dial was used on PBX switchboards.  The spacer probably has an indentation along its side for the clamp to mount it to the turrett on a switchboard shelf. 

Yours seems to be of a late design with plastic gears, and can also probably be used as a regular #6 dial, but wired as a number 7 or later.  Seems to have an extra pair of yellow leads that are also used like the white leads to shunt the receiver circuit during dialing.  These were common in switchboards and speakerphones.
