This reminds me of the tacky tissue box covers from the 1960s-1970s.  It was apparently designed to fit over a WE 500, but it's not going anywhere near any oy my phones :)

Its an aftermarket trinket (junk) made to fit a model 500.  The 500 did not even hit consumers until 1950, and the Bell system frowned heavily on any add-ons (even decorative) until the '70's.  So, it is certainly not from the 40's.  China is probably a good guess.

Sometimes e-Bay sellers are the least informed.
