I found this recently at a local estate sale. Made by Curtis Electro Lighting for Western Electric spec KS-15857 L4. Very high quality fixture with aluminum reflector, two rapid start T12 40W lamps. Owner appeared to have worked for Western Electric at some time, as he had a few more WE related items in the house. Only telephone was a modular black manual 554.

Wouldn't this more likely be aisle lighting for some type of CO equipment? Depending on the switching equipment various designs of lighting were used generally that mounted onto the equipment or the racking above.
