Weren't there rumors about him being drunk when that picture was taken?  I think a few of the tabloids were speculating that he might have been.

That is why the hotline to Moscow's handset is labelled ""This side up!" and had a twist top cap! ???

I have seen that same scenario played out with Obama, and others. I believe it is photoshopped.
