Anyone Recognize these Number card Holders?

Digging through my parts again I came across these with acetates no doubt.
There made of brass but have no means of holding themselves onto a dial it seems.
Anyone have a clue what phone they might go on, WE, AE, SC, CE, etc.?

I've only had one NE and if I recall right it had a WE dial on it so I reckon I've never
seen a NE dial, at least that I can recall. Thank you sir.
