WE 2833 "Privacy Board" operation

does anyone know anything about the operation of the Privacy option in a WE2833? I kind of understand the operation, but could use a bit more insight into its operation. I'm under the impression that its nothing more than a exclusion circuit. If that's the idea behind it, then all I'd have to do is test it out to verify the circuit. at this point, I'm not sure what it suppose to really do.
