I have absolutely no clue what it is, but I have a feeling the company is a French knockoff of Western Electric: The logo is in Hawthorn font! ;D

looking at it, one would come to the conclusion that it mounts on the wall, yet it has feet.... so... how does it hang up?

I think those are just plastic spacers that separate the humps in the baseplate from the wall--sort of similar to the reason for thicker feet on desk phones. Mounting screws would be located in the center of those spacers. Just a guess!
