This is a security device to protect the relay from fraud by way of drilling the upper housing of a W/E payphone.

This prevented the drilling of the upper housing behind the intro card on a single slot. Pushing on the front of the relay with a paper clip would result in the return of the coins. The W/E coin relay always defaulted to return when pushed on the front.
