My grandfather worked for the CNR as a dispatcher, and in one of the photos of his old office is this set which looks like a 625(?) Call Director, however I cant seem to find any other ones that look close to the one in this picture. Any clues as to what it might be?

With the speaker and volume control knob on it I am going to go with an Intercom System of some sort. TerryPhone or something similar.

It is a desk control unit for a two-way radio system. Many manufacturers made them, and often used a COTS* telephone base and housing as a starting point when developing their product. GE, RCA, Motorola, etc, all made them. You will usually see them in the 2565-type model phone housing.
