While you can probably get away with other materials, mica is the preferred material for this application.  Mica is hard, thin and a non-conductor.  The sound waves when speaking into the mouthpiece create vibrations on the diaphragm.  The vibrations are carried through the mica disc to the end of the carbon module.  The vibrations cause the resistance changes in the carbon module which are what the transmitters sends.  A softer material will deaden the vibrations and the transmitter will be less effective.
