I was wondering if anybody could tell me how to reprogram (or whatever) this payphone to use 10 digits so that I can dial out with it.

We will need a little more information beyond "this payphone". A photo. A model number. Something we can base any suggestions on.
The NE-233QF payphone does not have "buttons" (other than coin return) and is not "programmable" instead, it relied on equipment in the central office to operate.
[edited] You did check to make sure the dial shunt has been removed?

NE-233QF type:
Has wiring arrangement which causes the electro-magnet to be shunted with the dial until a minimum of two nickels or one dime has been deposited, permit its use with central offices equipped with loop start circuits where battery is applied to tip and ring lines prior to completion of the ground loop.
Equipped with an NS-19617 lock blank. Also, arranged for but not equipped with an NS-19277 lock and a P25E301 bolt fastener.
Wiring instructions to permit field modification for use on ground start systems are included with each set.It was equipped as follows...

You should not have any problems dialing out unless your telephone line does not support rotary dialing. Is your service provider AT&T, Verizon, Charter or Comcast Cable, or another company?

G-Man, I have Comcast and it apparently does allow rotary dialing because once I get to the seventh number, it dials out.
I know nothing about phones, so I have no idea about the shunt. I had it refurbished a few years back so that it operates without coins; if I would have known, I would have had them rewire to use ten digits if possible.
There is nothing inside the payphone to wire to that would dictate the number of digits you are allowed to dial. The payphone itself is capable of dialing an unlimited amount of digits. I assume you are saying that you are able to dial 7-digit local numbers from the payphone ok but an additional three digits will not go through; possibly due to toll-blocking?
Have you tried dialing from another rotary dial telephone set?
If that's the case, rather than concentrating on the payphone, I would take a closer look at Comcast's telephony modem.

Yeah, I can dial seven-digit numbers, but even my local numbers require an area code. I guess trying from another rotary would help, but I don't have one or know anyone who does. Maybe I'll get a cheap one at the thrift store to test.
I'll look into the modem (not literally!) or contact Comcast.

Upon further internet inspection, I have discovered that Comcast digital voice does not support rotary phones, but I can get a pulse-to-tone converter to remedy that. I have found some online, but I would prefer to just get one at a store. Just gotta figure out where...

If you can place a call by dialing seven digits using your rotary NE233QF payphone, then Comcast does support rotary dialing. What seems to be out of whack is why it will not allow you to dial a full 10-digits.
That's odd. I'll call Comcast and get a not-so-straight answer and then invest in a converter only to have it not work and then I'll be sad.
