Ericsson DBH problem

I have run across a problem with my Ericsson DBH 15x46. I have all of the wiring correct according to it's diagram, but for some reason won't disconnect all the way when hung up, meaning I still hear static when I close the plungers while holding the handset to my ear. I can get the phone to ring with my analyzer, but rings for half a second and stops.

You might have a leaky capacitor. this can cause ring trip and cause the telephone to not hang up

I had a feeling that might be it. I have a spare one laying around. Ill try that one.
