it looks like some sort of test equipment, possibly to the X-Bar switching equipment.... or..... some sort of dialing programmer...
I've seen those fairly often. I'm not completely certain what it is but What I do know is that it is a control head for a piece of CO test equipment, my guess is SxS test equipment.
