I've seen a few of these over the years, got this one at a fair price. Now, what is it?

I think that is a type of toner. The third terminal is ground?

It's a 66A Test Set - containing a buzzer and D-cell. Several tests can be performed using different wiring to the terminals. I don't see a readily available BSP reference, but it's described in some detail in the April 2002 issue of Singing Wires on page 11 - along with earlier and later test sets for similar purposes.
