ID wanted for Goodwill phone.

A co-worker just sent me this pic of a phone of some sort he saw at a Goodwill not far from me.  It doesn't really rotate my dial, I tend to go for the more stylish type of vintage phones, but I was curious as to what it was.  It appears to be a repairman's tool or maybe a field phone of some sort.  He said the price tag on it was $59.99.  
The idea that a four-year degree is the only path to worthwhile knowledge is insane.

It looks to be some sort of military field phone.

From comparing with pictures it appears to be an EE-8 phone, which was used from ~1932-1950s

The box isn't original, it was issued with shoulder bags of canvas, leather, or nylon.
