Western Electric Glow Phone Not Working

I have a Western Electric Glow phone with the original transformer and handset.  I put a new handset cord and 4 conductor line cord (required) on the phone. The telephone face numbers light up when the handset is lifted and a dial tone (buzz) is heard, but when I attempt to dial out it does not work and it does not break dial tone.   

When I call the land line the Glow phone is connected to with my cell phone the Glow phone ringer rings and the volume can be adjusted but the call cannot be answered.

Does anyone know anything about this type of phone?

As you found, there's not much detail in the BSP record -- probably because most were placed through the Phone Stores and were replaced if defective. When appropriate, field personnel were expected to replace the handset or complete set, not repair anything.  Not surprising after seeing the internals.

At one point, several of us discussed tracing out a wiring diagram and rough schematic. AFAIK, no one has tackled the challenge yet, not having a defective set to provide the motivation.

Yes, it is my Glow Phone and Dennis from A-1 Telephone really did a great job. He coordinated all of the issues and suggested corrective action with me before making any changes. He put a lot of work into the phone and I am really pleased with the final results.
