When Bell companies removed phones on a disconnect order or change order, the phones were sent back to the Western Electric Repair Shops (later called Service Centers).
The phones were then remanufactured, mined for parts, or junked. Note: "remanufactured", not just "refurbished." B. B. Wingo told me that the remanufactured tel. were were even better than new ones, because they went through more tests.

In my opinion, Doug carries on this tradition by making his phones both functional and good-looking. As in the WE shops, this often means adding new cords. Very few remanufactured 302s were sent back out with cloth cords.

By the way, I have a WE  H3P handset cord dated 1939. (Retractile cord with brown fabric jacket).
