Hmmm, perhaps it is a different dial mechanism. The one I have is Polish too and it has that distinctive fingerstop as well.

My dial center opens counter clockwise too. My memory failed me.

Can you post a picture of the fingerwheel and dial centre, please?

If "ghost ring" is bell tinkle, or weak ringing when pulses from another phone are dialing on the same line, this are a common European phone "problem".  This had no priority in many countries, and was just ignored.  The traditional way to solve it was to put in a tension spring to hold the ringers hammer close to one of the bells.  Other ways may be putting in a zener diode in series with the ringer.
