Norwegian telecom(s) define the first outlet (or fixed unit) as the demarcation point.
This has usually fixed wiring to the next point etc. No easy way to switch off or measure if it is your or the tel-Co's fault. After our problems with our telephone line, I have done this a little more like your standard, but still indoors, and no over voltage protection. (The line is buried all the way from the exchange.)
Here is my solution: Just a jack, and a plug on the wire to my PABX. The other jack is for an extension. (As you see we use RJ42 for telephony)
