I bought this several weeks ago, and just started to work on it.  This is my second Hungarian phone.  The shell, handset, and base are all made of some sort of soft plastic.  Here are some listing pictures and a scan of the diagrams from the inside of the shell.

Really nice, Larry.

That dial design looks familiar. Looks very much like the bakelite Ericsson dial. (40´s - 60´s)

Also the plug is very interesting. I wonder what the socket looks like.

Could the plastic be ABS?

I finished reassembling the phone, and it is sitting on my desk now.  The transmitter which came with it does not work well, so I replaced it with an older European, possibly German, transmitter, and it works well.  The rubber feet were all missing or worn out, so I improvised feet using rubber grommets attached with rubber cement.  The plastic is definitely not ABS.  It is probably some sort of tenite.  It is quite soft and shiny.  The screw which holds the finger wheel is the Ericsson style.  The ringer has two concentric gongs.
