Test telephone slow fast dials

Hi don't now if Collectors corner are the right but:

This telephone with 2 dials has been collecting dust for years, until a thered of dial speed came here.

It is made at the telco laboratory in Oslo, no diagram, but has some signs of tear and wear.

The left dial gives 8.5 pulses pr second, and the right runs at 13.5.

I guess it has been used to test the exchanges, but if someone could explain, I would have been happy.

I think the idea for those is to test the selectors in the exchange, to check their dial speed tolerances to see how fast or slow a dial can be before the selector doesn't operate properly or something like that...
