This is a very common Belgian RTT (Regie voor Telegraaf en Telefoon, http://en.wikipedia.org/wiki/Belgacom ) phone made by ATEA or BTM Co. in Antwerp. The design is from the 1930's.
This one should be black but has been copperplated. I prefer them black.

The finger wheel on that phone looks exactly like an AE finger wheel. Is the dial correct correct for the phone?

The dial on this phone is correct. BTM Co. was owned by ITT at the time this phone was made which explains the "American" dial on this phone.
