Dial Card- Wait for Dial Tone

Are the (Please) Wait for Dial Tone Cards official Bell System isued?

The number card archive says they are Western Electric, which would mean Bell System. They're called "Type II" on that site. I've gotten several 500 sets with them installed and the phones were original (meaning a collector didn't insert them), especially the light gray cards with the number area outlined with a black box.
