#211 KTU: A redundancy??

I was looking at the schematic for the 211 KTU and don't really understand its purpose... R1 is just another ring-up relay that is already in place with the 202 and the 212KTU's.... the connections are the same....terminals 7 & 8....  and then the A battery controls the BF relay that is for the LF circuit... so, what is the 211 KTU really needed for? if its suppose to be for the intercom, the 207C already does what this has.... someone want to chime in on this? I don't understand its purpose....

I thought the 211 ktu is a manual intercom  not dial selective like the 207c
