c/b NE-500 -69

I have a  green and black rotary phone with the markings c/b Ne-500 -69 on the bottom plate.
Inside there are additional markings of NE-425QE1 Pat 1954-57.
The phone is in working order, but has no ring. It has double gongs.
I have tried having the rotary as the only phone plugged in the house, but still no ring tone.
As well I have tried to move the bias spring from high to low positions without any luck.
Any suggestions on rewiring, etc. would be greatly appreciated. Thanks

did you buy the phone in that color and does it have a cover

Move the black wire which is connected to the "G" terminal with the yellow to the "L1" terminal (with the green wire) next to it.  The ringer should then work.
