No soaking required.  Just a little moisture with a fingernail and some patience got all of the paint off.

I went with Doug's suggestion of Brasso for the housing.  I don't have any Novus.  The Brasso did a beautiful job, and I only gave it a quick treatment to make the phone look presentable.  I tested Brasso on the hidden section of the bezel and it worked well, so I did the rest of it.  The cloudy area behind the finger holes is much improved, and the rest of the bezel cleared up nicely.

I haven't touched the handset yet, and will eventually hit the housing with more Brasso to address a few scuffs that I missed.

I'm happy with how the phone looks now, and it can only get better as I continue along with the polishing process.

That works well for all aqueous solutions, even for strong bleach.
