I have VoIP telephone service and one of the problems back when I originally tried setting it up with my WE2500 was weak ringing on incoming calls. Would changing the bias spring from high to low fix this issue or at least get my bell louder?

TelePlay

It should. Switch it and see. You can always switch it back if you still have an issue.

Let us know what happens when you move it to low.

For the record, this is EXACTLY the fix needed for Service provider owned VoIP ATAs that don't put out full ringing power. I just found my good 2500 set and tested this with my Vonage adapter HT802 not provisioned (and likely not upgraded) for high ring power or pulse dial.

Currently I'm waiting for my HT502s to arrive to finish transitioning to my own Asterisk PBX using Callcentric as the trunk provider. Of course with the HT502 I may end up switching the setting back.
