Yes, it is an AE (GTE) Starlite.

I wonder just what the guy has been drinking (or smokin)

Its quite a nice design of phone, if I could strip all the crap and the paint off it, are these quite common sets?

They're fairly common on eBay US. They're almost always referred to by an incorrect name, though, so it can make them difficult to search for.
