Rotary AE PBX? Never seen one before....

This must have been used by a large business office?  I'm sure some of the business systems people here can tell us more about this item.  BIN at $999.99 so the seller believes this is a valuable item.  It does seem unique.

Not used at individual desk, but a not very uncommon type of attendant's console.

Possibly a product of the GTE/Fujitsu partnership but unable to verify since I was unable to find any identifying name or model of the manufacturer other than the style of handset.

SAN JOSE, Calif. --  Fujitsu America Inc., and GTE Communications Systems Corp. Monday announced a joint venture to develop and sell voice and data communication systems. 
The two companies will form Fujitsu GTE Business Systems Inc., to be established in Tempe, Ariz., and which will be 80 percent owned by Fujitsu and 20 percent by GTE. 
An announcement said the joint-venture company will begin operations April 1, and will be headed by John W. Toomey, who has been with GTE for 23 years and is currently vice president and general manager of the GTE business systems Division.
Fujitsu and GTE already have undertaken the transfer of some manufacturing operations from GTE Corp.'s Northlake, Ill., facility to Fujitsu Business Communications of America Inc., in Anaheim, Calif.

Are you sure they didn't remove the dial and use it as a prop?

The more I look at it, the more it looks somewhat British, the dial is a british GPO no. 21 dial with a north american overlay stuck over the original dial face, looking about, the closest looking device I came across was a GPO PABX No. 1:

Found it!! British Ericsson N24119A1T switchboard, part of their 20+100 PABX:
