The pulsing principle is different on these. The pulses close the circuit rather than open or interrupt the the circuit. Also lifting the receiver off hook also sends a pulse.  I think the "Sunburst" style dial was the first type to interrupt the circuit like the present day rotary dials.

I think you are correct though I think the SUnburst Dial may have been available in both formats. It was quickly replaced by the Mercedes Dial and that one may have only been available i nthe current (normal) format. I could be worg though (as usual)!
