custom AE dial

I saw this on ebay and was wondering what it went to.... a 4 digit dial?? could it just be for a ICM circuit? or something else?

AE made a variety of dials for all kinds of purposes in industrial control applications, other than telephony.  They had a catalog of industrial applications equipment, but I only have a page or two of it, of the most common dials.

The logo in the number card holder looks like the old logo for Southern California Edison as seen in this old photo of one of their substations. Also seen on the phone being dialed.
