I have one. I have never played with it. I have researched it in the past. They are very scarce.
They seem to be pretty cool. It can "Kick" the relay using batteries.
You can build a battery pack by ganging up 9-Volts in series .
I feel the ebay asking price is pretty reasonable considering the coolness of this test gear.

I never got to play with it, unfortunately - the batteries cost too much, even with a bunch of 9v.

I have never made a battery pack for mine.
I have been collecting 9 volt connectors  as I come across them so I have the ability.
It is a cool tool for payphone collectors.
