A lot of guys are smarter than me figured out that it is an earlier version of the 266-w transmitter which was designed to install in test sets.  The unusual shell design is common to both transmitters. This one has a 6-digit number plate with the usual A.B.T asterisks. These transmitters were mounted inside the box of test sets, perhaps to avoid damage when the test set was knocked around in the field (on the back of the horse cart no doubt).
