A large number of used phones from Australia, Germany, France, UK, and other places somehow ended up in the Soviet Union in its waning days, probably to compensate for the shortage left in the socialist workers' paradise.  This phone may have been part of that.  I have bought Australian and other phones from former Soviet countries.

I recall seeing a video on Youtube of an ex-GPO Strowger exchange that had been shipped in its' entirety to (I think) Poland to outfit them with a telephone system that worked, can't find the vid at the moment, but I'm sure I posted it on here somewhere... :)

BT had a specific division, BT Teletrade, for selling equipment which was being replaced in the UK to countries lusting after a Strowger exchange and lots of Teles 706, in the late 1980s.

We had a similar Department in BC Canada selling used equipment and supplying labour to other companies/countries. I landed in Saudi Arabia for eight weeks fixing GTE PBX's where it was hitting 50C when I was almost ready to leave the country. Less than a year earlier they had me in Tuctoyaktuk, North West Territories Canada installing an SL1 for Esso Resources where it was -37C. I had fun at both jobs though.

Looking at the pictures below reminds me of the phones installed in London's "war room" during WW2.  I can imagine Sir Winston grabbing a red handset and barking orders through it.

My daughter was able to tour it a year or two ago.
